Motor third party liability insurance is mandatory liability insurance for all vehicles participating in road traffic. It provides protection if your vehicle causes damage to others. In the event of an accident, LHV’s motor third party liability insurance covers damages to others’ property, health, or the environment. Motor third party liability insurance is regulated by the Motor Third Party Liability Insurance Act.
Comprehensive insurance is voluntary vehicle insurance that covers damage to your own vehicle, regardless of who caused the accident. It is advisable to take out comprehensive insurance if you want to protect yourself from unexpected costs. Read more about our terms and conditions of insurance.
Yes, it is. You can pay for both motor third party liability and comprehensive insurance in instalments. You can choose to pay monthly, quarterly or semi-annually. Alternatively, you can make a full annual payment at once.
A motor third party liability insurance contract must be concluded for any vehicle that is required to be registered in the traffic register.
Starting from 1 December 2024, vehicles with a manufacturer’s speed exceeding 25 kilometres per hour and vehicles with a manufacturer’s speed exceeding 14 kilometres per hour and a mass (fully equipped, without load and without a driver) of over 25 kilograms must also be insured. Examples of such vehicles include electric scooters, ATVs, and snowmobiles.
Additionally, vehicles with temporary licence plates or transit plates must be insured.
If a vehicle that is required to have motor third party liability insurance is not insured, the Estonian Motor Insurance Bureau has the right to impose a compulsory insurance contract. This is significantly more expensive than a regular insurance contract.
Motor third party liability insurance is not required for vehicles that have been temporarily or permanently removed from the traffic register, nor for vintage vehicles that are not used for driving.

For comprehensive insurance, the roadside assistance cover is broader: if necessary, help will be provided for all unexpected and unforeseen events where you are unable to use your vehicle. Examples include: a sudden flat tyre or the vehicle not starting on a cold winter day.
The motor third-party liability insurance premium depends on several factors. The amount is influenced by the age of the vehicle’s responsible user (or owner), their insurance and claims record, past events of causing damage, the characteristics of the vehicle to be insured (make, model, power and age), its intended use (e.g. private, taxi, rental) and the area in which the vehicle is normally driven.
For example, the risk of a traffic accident is higher for a car navigating the dense traffic of Tallinn than for one driving on the Sõrve peninsula. Taxi operators also face a higher risk level, so their insurance premiums are correspondingly higher.
Previous insurance experience and claims history play an important role in pricing. The longer the policyholder has been insured and the fewer claims they have made, the lower the premium — good behaviour on the road pays off.
If a driver’s claims history comes from another country (for instance, an EEA member state or Switzerland), it can be taken into account when a certificate of claims history is presented. The certificate must be issued by that country’s motor insurance bureau.
For motor third party liability insurance, the responsibility to insure always lies with the vehicle’s responsible user or owner. However, any person with an interest in insuring the vehicle can conclude the insurance contract. For example, the person renting the vehicle or another long-term user may have an insurable interest.
Comprehensive insurance is voluntary. Any person with an interest in insuring the vehicle can conclude this contract.
In Estonia, the existence of insurance cover is verified based on the register data, so the insurance policy does not need to be kept in the vehicle while driving within Estonia.
However, you must have the insurance policy with you when driving to other European Union countries.
If you are driving to a so-called Green Card country, you must also have the Green Card with you. You can always obtain the Green Card along with your LHV motor third party liability insurance policy.
The Green Card is an international motor insurance certificate that proves that insurance cover is valid not only in Estonia and the EU/EEA member states but also in the third countries listed on the Green Card.
The insurance contract is concluded on the assumption that it will be valid for the entire insurance period. The need and right to terminate the contract early arise in situations where the insured vehicle is no longer usable. This applies, for example, if the vehicle is stolen, removed from the register, destroyed, or is no longer usable for technical reasons.
The insurance contract can also be terminated if you fail to pay the insurance premium or if the contract under which you were using the vehicle ends.
To terminate your comprehensive insurance contract early, please send an email to kindlustus@lhv.ee. Include the requested termination date and the reason. If you purchased the vehicle through a lease, the consent of the leasing company is required to terminate the insurance contract.
If the vehicle owner changes, the motor third party liability insurance contract automatically transfers to the new owner or the responsible user registered in the traffic register. Typically, the seller and buyer agree on whether and how the buyer will reimburse the seller for any prepaid insurance premium.
Within a reasonable time after acquiring the vehicle or becoming the responsible user, the new owner may conclude a new motor third party liability insurance contract. In this case, the previous insurance contract with the former insurer automatically ends as soon as the new contract with the new insurer begins. Any overpaid insurance premium will be refunded either to the new or former owner, based on the new owner’s request. The request can be sent to the email address kindlustus@lhv.ee.
If you sell your vehicle, please inform LHV at the email address kindlustus@lhv.ee. The comprehensive insurance contract can be terminated based on the policyholder’s request, and any overpaid insurance premium will be refunded.
It is important to remember that the comprehensive insurance contract does not automatically end if a new comprehensive insurance contract is taken out with another insurer for the vehicle.
Motor third party liability insurance cover is valid in the EU/EEA member states, the Swiss Confederation, and other countries listed on the Green Card.
Comprehensive insurance cover is valid in the territory specified on the insurance policy. The most common cover area is Europe (excluding Armenia, Azerbaijan, Georgia, Moldova, Turkey, Ukraine, Belarus, and Russia).
